Hi, are we talking about the german TÜV here?
Then the best way would be to find a TÜV engineer who is willing to check and approve a project like this and discuss details with him / her. That way you are sure that the rules are interpretated the way you and the engineer agreed on...

In D: §3 StVO, Absatz 2: Ohne triftigen Grund dürfen Kraftfahrzeuge nicht so langsam fahren, dass sie den Verkehrsfluss behindern.

Exactly. Some of them won't be too thrilled by the idea, though. But if you ask a few of the guys around your place, I'm sure you'll find one, and then you can lay out your project together. This way it is pretty sure you will get the approval in the end.
